أكد المختص والخبير المالي، أمين أبو عيشة: أن تفاوتاً سيشهده الموظفون الحكوميون في صرف رواتبهم يوم الأحد المقبل، وفق النسبة المُعلن عنها والبالغة 110%.
وقال أبو عيشة، في حديث خاص لـ “دنيا الوطن”: إن التفاوت في توزيع رواتب الموظفين، سيكون في الـ 50% التي ستصرف كمستحقات عن شهر شباط/ فبراير الماضي، منوهاً إلى أن البعض سيتقاضى أقل من النسبة المُعلن عنها.
وأوضح أبو عيشة، أن المتقاعدين الماليين والبالغ عددهم 6145 سيُصرف لهم نسبة أقل من الـ 50% من المستحقات المالية الخاصة بهم، لافتاً إلى أن العسكريين سيواجهون نفس المصير.
وأضاف أبو عيشة: “المتقاعدون الماليون سيحصلون على استكمال الـ 70%، أما من تقاضى 50% في شهر شباط/ فبراير فسيحصل فقط على 10% استكمالاً لـ 60%”، والعسكريون بذات النظام”.
وأشار أبو عيشة، إلى أن ما سيتم دفعه من قبل الحكومة الفلسطينية هي عملية استكمال راتب، وليس 50% من الراتب، بحيث سيكون الحد الأقصى 50% والحد الأدنى 5%، كما أن هناك 40% لا يشملهم القرار”.
وعن سبب عدم صرف راتب كامل للموظفين بدلاً من الـ 110%، قال أبو عيشة: إن المالية بهذه النسبة، ستدفع مبلغ أقل من الراتب الكامل لكل الموظفين.
وفيما يتعلق بموظفي تفريغات 2005، قال: “طُرح ملفهم للنقاش وقيل فيهم أكثر من قول، وبنهاية المطاف هم غير مدرجين بديوان الموظفين، وبالتالي لن تتغير رواتبهم على الإطلاق، ما يعني أنهم سيتقاضون 750 شيكلاً فقط”.
وأضاف: “أما العسكريون فحسب تصريحات لرئيس الوزراء محمد اشتية، فقد رُفعت العلاوات كلها عن موظفي المحافظات الجنوبية غير الموجودين على رأس عملها، ويتم التعامل معهم بشكل مختلف عن العسكريين بالمحافظات الشمالية، وخاصة فيما يتعلق بالعلاوات”.
وتابع أبو عيشة: “سيتم صرف الرواتب للعسكريين وفق الراتب الأساسي بعيداً عن العلاوات بنسبة 60% حيث إنها تختلف عن ذات النسبة التي تُصرف للعسكري في الضفة الغربية، الذي يحصل على علاوات براتبه”.
وحول الموظفين المدنيين، قال أبو عيشة: “إن كل الموظفين المدنيين، يتقاضون نفس رواتب الموظفين برام الله، كما أن بيان وزارة المالية واضح جداً، بأنه سيتم استكمال الراتب لمن يستحق فقط”.
وأكمل: “منذ شهر نيسان/ أبريل تم تسوية الرواتب بين الضفة الغربية وقطاع غزة مع وجود تباين في العلاوات التي رُفعت عن العسكري في القطاع، وتصرف حتى اليوم للعسكري بالضفة الغربية”.
وبخصوص المتقاعدين العسكريين، قال أبو عيشة: “جميعهم تقاضى 50% وهم نفس قضية المتقاعدين الماليين، وسيحصلون على ما تبقى من النسبة التي صُرفت لها سابقاً، خاصة وأنه يحصل على 70% من راتبه، وبالتالي تبقى له 20% عن شهر شباط/فبراير”.
وأضاف: “بعضهم تقاعد على 50% وفق قرار الرئيس، وفي شهر شباط/ فبراير حصل على كامل النسبة، وبالتالي لن يحصل على أي مستحقات على راتبه خلال راتب الشهر الجاري، وليس بالضرورة أن يحصل على 60% لأنه بالواقع راتبه 50%”.
واستطرد: “أكثر فئة مستفيدة هي الموظفين الذين ما زالوا على رأس عملهم، ورواتبهم تتعدى الأربعة آلاف شيكل، وهناك تفاوت في نسب الزيادة بين 5% إلى 50%”.
يذكر، أن وزارة المالية الفلسطينية، قالت: إنه سيتم صرف رواتب الموظفين في القطاع العام بالضفة الغربية وقطاع غزة الأحد المقبل، مشيرةً إلى أن مخصصات أسر الشهداء والجرحى والأسرى المحررين، ستصرف كاملة.
وأوضحت الوزارة، في بيان صحفي، أنه وبحسب توجيهات الرئيس محمود عباس، ورئيس الوزراء، د. محمد اشتية، ومع الأخذ بعين الاعتبار بدء العام الدراسي الجديد، فقد تقرر تقديم موعد صرف الرواتب لشهر 08/2019 ليكون يوم الأحد.
وأشارت الوزارة، إلى أنه سيتم صرف كامل مخصصات أسر الشهداء والجرحى والأسرى المحررين، كما سيتم صرف نسبة 60% من رواتب الموظفين العموميين المدنيين والعسكريين في جميع محافظات الوطن.
وأضافت الوزارة: “سيتم صرف كامل المبالغ المترصدة والمستحقة للموظفين عن شهر شباط/ فبراير 2019، وبذلك تكون الوزارة قد قامت بتسديد كامل الرواتب الخاصة بشهر 02/2019”.
وتابعت: “سنواصل صرف علاوة بدل التنقل الثابت لجميع الموظفين العموميين المستحقين، ولجميع محافظات الوطن”.
وفي السياق، أصدرت سلطة النقد الفلسطينية، الخميس، تعميماً للبنوك، بخصوص رواتب الموظفين لشهر آب/ أغسطس، والدفعة المحولة المتبقية من راتب شهر شباط/ فبراير.
وقالت سلطة النقد: إنه من منطلق حرصها على حقوق موظفي القطاع العام، وضمانة لاستمرار قيام البنوك العاملة في فلسطين بأعمالها بما يضمن سلامة العمل المصرفي والاستقرار المالي،
أصدرت سلطة النقد تعميماً للمصارف، بشأن رواتب الموظفين لشهر آب/ أغسطس 2019 وذلك وفقاً للتعليمات الصادرة سابقاً بشكل دوري.
وأضافت سلطة النقد: “بخصوص التعامل مع الدفعة المحولة (50%) المتبقية من راتب موظفي القطاع العام لشهر شباط/ فبراير 2019، أكدت سلطة النقد أنه يجوز للمصرف تسديد ما لا يزيد عن 50% من قيمة أول قسط مستحق/ أقساط مستحقة على الموظف المقترض، وذلك لسداد الالتزامات الشهرية المترتبة عليه، شريطة ألا تتجاوز قيمة الخصم ما نسبته 50% من الدفعة المحولة.
وأوضحت أنه يجوز للبنك، تأجيل تسديد المتبقي من قيمة أول قسط مستحق على الموظف شريطة منح الموظف سقف جاري مدين مؤقت بقيمة الأقساط المستحقة عليه و/أو الأقساط المتوقع استحقاقها حتى نهاية العام الحالي، وذلك وفقاً لنسبة الفائدة الأصلية المحتسبة عند المنح، وأن يوقع الموظف على العقود اللازمة لذلك، وعدم احتساب أية غرامات أو عمولات أو فوائد تأخير إضافية على الأقساط المستحقة، وعدم استيفاء عمولة تحويل الراتب في حال تم استيفاؤها عند ورود دفعة رواتبهم عن شهر آب/ أغسطس 2019.
